建立有中国特色的医院评审评价认证制度

The establishment of the hospital accreditation,evaluation and certification system with Chinese characteristics

医院评审评价认证是医院科学管理、医疗质量保证的重要工具。文章初步总结了我国医院评审评价工作取得的成绩,指出在六个方面存在的突出问题,归纳了国际上先进国家和地区在医院评审评价认证上值得学习和借鉴的十个方面的做法经验,对如何建立具有中国特色的医院评审、医院评价、医院认证制度,提出了必须坚持的原则、重构组织体系、明确各类组织职责、改革完善评审评价认证模式、建立科学规范的法律法规体系、大力发展人员队伍、建立完善科学的标准体系、理顺组织关系、建立科学合理的评审评价认证组织运行机制等九条设想。

The hospital accreditation,evaluation and certification is an essential tool for the scientific management and quality assurance of hospitals. This paper preliminarily summarized the achievements of hospital accreditation and evaluation in China while pointing out six outstanding problems. It also summarized ten aspects of practice experience which were worth learning from international advanced countries and regions. On how to establish the hospital accreditation,evaluation and certification system with Chinese characteristics,the paper put forward the nine tentative ideas, including principles that must be adhered to, reconstructing the organizational system, clarifying various organizational responsibilities, reforming and improving the accreditation,evaluation and certification mode,establishing a scientific and standardized system of laws and regulations,vigorously developing the personnel team,establishing and improving a scientific standard system,straightening out organizational relations,and establishing a scientific and reasonable organization operation mechanism for accreditation,evaluation and certification.
