论新时代高校基层党支部工作中的问题与对策

On the Problems and Countermeasures in the Work of the Grass-roots Party Branch in Colleges and Universities in the New Era

高校基层党支部在一定程度上存在着:功能弱化虚化、作用发挥不力,党建制度落实乏力、量化考核缺失,党内政治生活质量不高,党建工作与业务工作脱节,党务队伍建设不到位,党支部书记工作水平有待提高等问题。需要通过采取聚焦主题主线,在凝聚人心上下功夫;聚焦短板弱项,在谋求发展上想办法;聚焦尽职尽责,在立德树人上做实事;聚焦改革创新,在载体活动上谋融通;聚焦考核制度,在管党责任落实上促完善;聚焦党员教育,在活动载体上抓创新;聚焦支部书记,在工作能力上重提升;聚焦发展难题,在瓶颈破解上多举措;聚焦“三化”问题,在“三化”建设中求达标等对策,才能发挥好把党的路线方针政策落实到高校基层的战斗堡垒作用。

To a certain extent,there are some problems in the grass-roots party branches of colleges and universities:the function is weakened and empty,the role is ineffective,the implementation of the party building system is weak,the quantitative assessment is lack,the quality of inner-party political life is not high,the party building work is disjointed with the business work,the party affairs team construction is not in place,the working level of Party branch secretaries needs to be improved and so on.Therefore,we need to focus on the main line of the theme and work hard to unite people;Focus on shortcomings and weaknesses,and find ways to seek development;Focus on due diligence,and do practical things in building virtue and cultivating people;Focus on reform and innovation,and seek accommodation in carrier activities;Focus on the assessment system,and promote improvement in the implementation of party management responsibilities;Focus on party member education,and focus on innovation in activity carriers;Focus on the Secretary of the branch and improve his working ability;Focus on development problems and take multiple measures to solve bottlenecks;Only by focusing on the“three 1s”,namely,information,internationalization,and inter-discipline and seeking to meet the standards in the“three 1s”construction,can we give full play to the role of the party’s line,principles and policies as a fighting fortress at the grass-roots level of colleges and universities.
