“三基三严”培训考核工作的再认识和方法探讨

Re-understanding and method discussion of‘Three Bases and Three Stricts’training and assessment work

目的:探索与目前医疗发展和医改进程相适应的“三基三严”培训考核工作方法,提高医务人员业务素质和服务能力,提升医院医疗质量水平。方法:根据临床实践并结合医疗管理岗位工作,应用查阅文献以及学术交流等方法对医师“三基三严”培训考核工作进行探讨。结果:分析了医疗改革新形势下赋予“三基三严”培训与考核的内涵与外延的扩展及现实意义,总结了四个方面的具体方法,提出了建立和完善临床“三基三严”能力的评价体系及加强“三严”医院文化建设新的对策和建议。结论:通过提高对“三基三严”培训考核的认识,完善计划、组织、实施、改进及评价制度,更好推进临床医师“三基三严”培训考核工作。

Objective:To explore the training and assessment method of‘three bases and three stricts’in accordance with the current process of medical development and medical reform,so as to improve the professional quality and service ability of medical staff and the medical quality level of hospital.Methods:According to the clinical practice and medical management working,literature review and academic exchange,the understanding and methods of‘three bases and three stricts’training and assessment of doctors were discussed.Results:This paper analyzes the connotation,extension and practical significance of‘three bases and three stricts’training and assessment under the new situation of medical reform,the concrete methods of four aspects were summarized,and the new countermeasures and suggestions were put forward to establish and perfect the clinical evaluation system of clinical ability of‘three bases and three stricts’and strengthen the construction of hospital culture of‘three stricts’.Conclusion:By improving the awareness of the‘three basic and three stricts’training and assessment,and improving the system of planning,organization,implementation,improvement and evaluation,the‘three bases and three stricts’training and assessment of clinicians can be better promoted.
