生态文明制度化的影响因素与发生机理——基于省级政策文本的Nvivo质性分析

The Influencing Factors and Occurrence Mechanism of the Ecological Civilization Institutionalization:A Nvivo Qualitative Analysis Based on the Provincial Policy Texts

生态文明建设进程已从国家统筹布局转为地方细化落实,明晰生态文明制度化的影响因素与发生机理是生态文明制度建设的逻辑起点与价值依归。借助Nvivo12软件对2007—2021年间各省生态文明建设相关文件的284个政策解读进行扎根理论分析。研究发现,在各地生态文明制度化过程中,政治势能发挥突出的驱动作用,府际竞合发挥明显的联动作用,生态特性发挥直接的推动作用,政策学习发挥最终的启动作用。基于此,只有不断推进生态文明制度建设惠民化、常态化、协同化、现代化,才能将我国生态文明建设奠基于坚实的制度基石上。

The process of ecological civilization construction has changed from national overall planning to local detailed implementing.Clarifying the influencing factors and occurrence mechanism of ecological civilization institutionalization is the logical beginning and the value attribution of ecological civilization institutional construction.With the help of the Nvivo12 software,a grounded theory analysis is carried out on 284 policy interpretations of documents related to the construction of ecological civilization in various provinces from 2007 to 2021.The study found that in the process of ecological civilization institutionalizing in various regions,political potential played a prominent driving role,intergovernmental competition and cooperation played an obvious linkage role,ecological characteristics played a direct pushing role,and policy learning played an ultimate starting role.Based on this,only by continuously promoting the construction of ecological civilization institution to benefit the people,normalize,synergize,and modernize,can ecological civilization construction be based on a solid institutional foundation.
