都市圈是新型城镇化的重要空间载体和区域一体化的主要空间形态,围绕都市圈中心城市布局建设的产业新城是推动城镇化进程和区域协调发展的重要力量。产业新城从规划设计、产业发展、城市建设运营以及合作模式等方面进行了积极探索,这种发展模式对如何更好地处理城镇化与工业化、人口城镇化与土地城镇化、大城市与中小城市、城市与乡村、政府与市场的关系方面作出了有益的理论回应。当前,产业新城仍面临产城融合、新旧产业接续、新老城区共建、反磁力机能构建、体制机制供给等方面的制约与困境,有必要紧扣发展战略,通过整合创新资源、发挥联动效应、强化城市功能和创新体制机制,在规划布局、产业体系、协同发展、反磁力机制构建和要素保障等方面着力,从而推动都市圈实现健康可持续发展。

Metropolitan area is an important spatial carrier of new urbanization and the main spatial form of regional integration. The industrial new town, built around the central city layout of metropolitan area, is an important force to promote the process of urbanization and coordinated regional development. The new industrial town has actively explored in terms of planning and design, industrial development, urban construction and operation, and cooperation models. This development model has theoretical implications for how to better handle the relationship between urbanization and industrialization,population urbanization and land urbanization, large cities and small ones, cities and rural area, government and market. At present, the new industrial town is still facing constraints and difficulties in the integration of industry and city, the succession of new and old industries, the co-construction of new and old urban areas, the construction of diamagnetic functions,and the supply of systems and mechanisms. It is necessary to closely follow the development strategy, integrate innovative resources, give play to linkage effects, strengthen urban functions and innovative institutional mechanisms, and focus on planning and layout, industrial system, coordinated development, diamagnetic mechanism construction and factor guarantee, so as to promote the healthy and sustainable development of the metropolitan area.
