Research on the Integration of Management Systems on Work Safety Standardization and Occupational Health and Safety

为减少安全生产多体系管理带来的“两张皮”现象,促进安全生产管理体系融合运行,对职业健康安全管理体系和安全生产标准化管理体系进行对比研究,分析了两者之间的异同点,探讨了将两个体系融合运行的必要性和可行性。从组织机构、人力资源、体系文件和管理模式4个方面提出了两个体系融合的具体方案,该方案集两者之所长,相互补充,为企业安全生产管理提供了一套科学、高效的管理体系。

In order to reduce the two-skin phenomenon and promote the integration of various management systems on work safety, this paper compares the occupational health and safety management system and work safety standardization management system, analyzes their similarities and differences, and discusses the necessity and feasibility of integrating the two systems. This paper puts forward a specific scheme for the integration of the two systems in the four aspects of organization, human resources, system documents and management mode. The scheme integrates the advantages of the two systems to complement each other, and provides a set of scientific and efficient management system for enterprise safety production management.
