The Exploration and Practice in Medical Service Price Reform of Hunan Public Hospitals

医疗服务价格改革的意义重大,对卫生资源配置及合理利用有着至关重要的作用,是深化医药卫生体制改革最为关键的内容。建立科学、合理、高效的医疗服务价格管理体系是医疗保障建设的重要组成部分,湖南省从医疗保障制度改革总体方向出发,结合工作实际,在医疗服务价格管理体制、分类管理、动态调整、监测考核等方面做出积极探索,对在长沙的部省属医疗机构医疗服务价格按分类和结构进行价格调整。本文总结了湖南省医疗服务价格改革实践经验,同时结合在长沙的部省属医疗机构医疗服务价格调整过程,在机制建立、原则确定、方案设计、价格调整等方面进行了归纳和总结,为未来医疗服务价格改革提供借鉴和参考。

The reform of medical service prices which plays a vital role in the allocation and rational utilization of health resources is of great significance,and the most critical content of deepening the medical and health system reformation.Establishing a scientific,reasonable,and efficient medical service price management system is an important part of medical security construction.Based on the actual work situation,Hunan Province,starting from the overall direction of the reform of the medical security system,has made active explorations in the management system of medical service prices,classified management,dynamic adjustment,monitoring,and assessment,etc.Classification and structure for price adjustments.This paper summarizes the practical experience of medical service price reform in Hunan Province,and at the same time combines the process of medical service price adjustment in provincial and ministerial medical institutions in Changsha,and summarizes the aspects of mechanism establishment,principle determination,program design,and price adjustment.This article provides references for future medical service price reform.
