海南自由贸易港推动制度集成创新的经验与发展研究

Research on the Experience and Development of Promoting Institutional Integration Innovation in Hainan Free Trade Port

当前,自由贸易港建设在我国经济发展中起到了重要的示范引领作用,是推动构建全面开放新格局的“关键一招”。本文首先介绍了海南自由贸易港推动制度集成创新的概况,详细阐述了海南自由贸易港推动制度集成创新的经验,包括从政府流程改造方面对制度集成创新进行顶层设计、围绕制度集成创新制定任务清单与行动方案、在各领域进行制度集成创新时突出“产业区域协作”的特征,针对不同领域的制度集成创新分别出台细则。在分析了海南自由贸易港推动制度集成创新的存在问题之后,提出对基层创新单位赋予更多职权,提升改革创新意识、强化对创新成果“集成性”的评估和考核机制、通过建立信息沟通平台等方式来解决信息不对称问题。

At present,the construction of free trade ports has played an important demonstration and leading role in China’s economic development,and is a "key move" to promote the construction of a new pattern of comprehensive opening up.Hainan Free Trade Port’s promotion of institutional integration innovation,and elaborates the experience of Hainan Free Trade Port in promoting institutional integration innovation.The article includes the top-level design of institutional integration innovation from the perspective of government process transformation,the formulation of task lists and action plans around institutional integration innovation,and the characteristics of "industrial regional collaboration" in institutional integration innovation in various fields.Detailed rules are also issued for system integration innovation in different fields.After analyzing the existing problems of Hainan Free Trade Port’s promotion of institutional integration innovation,this paper proposes to give more powers to grassroots innovation units,enhance the awareness of reform and innovation,strengthen the evaluation and assessment mechanism for the "integration" of innovation achievements,and establish information communication platform to solve the problem of information asymmetry.
