摘要
作为一种新型议事协调机构形式,“工作专班”近年来频繁进入公众视野。本文通过二手数据分析和深度访谈,对“工作专班”基本情况、运行环节和成立原因展开分析,并在此基础上深入解读其背后的组织逻辑。本文发现,区别于领导小组、指挥部等传统议事协调机构,工作专班具有履行执行职能和承担个体责任的双重特性,包含了周期性会商、现场处置、信息沟通和督导检查等基本工作内容。从组织社会学的角度来看,工作专班设立的原因一是提高协调效率,减轻资源依赖;二是增强创新韧性,提升治理能力;三是明确责任分解,优化组际控权。总体来说,工作专班并非简单重复传统议事协调机构的运行逻辑,而是在沿袭传统议事协调机构功能基础上进行了改善与创新,从而在日趋复杂的行政环境中既促进政策执行,又在一定程度上分解可能需要承担的行政责任,为治理体系和治理能力现代化增加一块“拼图”。
As one of new deliberative and coordinating agencies,Special Work Team has attracted public attention increasingly in recent years.This article analyzes the status quo,operation process,and establishment logic of the Special Work Team by secondary data analysis and in-depth interview.Unlike the traditional deliberative and coordinating agency,the new style Special Work Team has two main functions:policy implementation promotion and individual responsibility targeting.It contains several operation mechanisms including periodic consultation,on-site disposal,information communication,supervision and inspection.From the perspective of organizational sociology,this article argues that the reasons for Special Work Team establishment can be summarized as following:advancing coordination efficiency and reducing resource dependence,enhancing innovation resilience,improving governance capacity,responsibility clarification and optimizing inter-agency power control.In general,it is clear that Special Work Team has facilitated the policy implementation and decomposed the potential administrative responsibilities more effectively in the complicatedly administrative environment.It can make contributions to the modernization of governance system and capacity rather than a copy of traditional deliberative and coordinating agency.
