人才高地建设的标准与路径——基于概念、特征、结构与要素的分析 被引量:33

The Standard and Path of Talent Highland Construction——Analysis Based on Concept,Feature,Structure and Element

摘要 中央人才工作会议明确做出了要在北京、上海、粤港澳大湾区建设高水平人才高地的重要部署。本文认为,“人才高地”表现为人才数量的高密度、人才级别的高水平、人才工作的高活力,人才产出的高效益与人才发展环境的高匹配。具体看,其条件特征是优秀人才聚集度高、创新平台多、创新制度好;过程特征是创新氛围浓、创新文化优、创新活动频繁;结果特征是创新效能强、创新成果多、创新价值高、创新贡献大。本文基于条件、过程与结果三大特征和主体、机制和环境三大要素构建了人才高地的结构模型与标准体系,包括了3个一级指标、9个二级指标以及30个三级指标。在此基础上,提出了“一个高地+三个特征+三大要素+五大体系”的建设路径框架,提出了加强政府主导引导、战略规划引领、市场机制调节的发展模式,提倡进行整体目标定位、区域特色互补与分层协同创新的国家战略导向;表达了提高国际化水平、加强产学研合作、优化创新环境与激发科技主体活力等方面的具体建议。 The Central Talent Work Conference clearly made an important deployment:“to establish high-level talent highland in Beijing,Shanghai and the Guangdong-Hong Kong-Macao Greater Bay Area”.This paper holds that “talent highland” is manifested by the high density of talent quantity,the high level of talent quality,the high vitality of talent work,the high efficiency of talent output and the high matching of talent development environment.Specifically,its conditions are characterized by high concentration of excellent talents,many innovation platforms and good innovation system;the process is characterized by strong innovation atmosphere,excellent innovation culture and frequent innovation activities.The results are characterized by strong innovation efficiency,many innovation achievements,high innovation value and great innovation contribution.Based on the three characteristics of condition,process and result and the three main factors:the main body,mechanism and environment,this paper constructs the structure model and standard system of talent highland.The standard system includes 3 first-level indicators,9 second-level indicators and 30 third-level indicators.On the basis of defining the concept,structure and standard system,the construction path framework of“one highland + three features + three major elements +five system”is proposed,and development model of strengthening the government-led guidance,led by strategic planning and regulated by market mechanisms is proposed,and the overall target orientation,complementary regional characteristics and stratified collaborative innovation are advocated.Specific suggestions are also presented to improve the level of internationalization,strengthen the cooperation between industry,university and research,optimize the innovation environment and stimulate the vitality of science and technology subjects.
