摘要
2015年教育部提出建立“职业院校教学工作诊断与改进制度”(以下简称“教学诊改”),其后经历了部分试点和全面推进两个阶段。文章利用2013—2018年成渝地区85所高职院校面板数据,基于倍差法实证分析了教学诊改政策对人才培养质量的影响。研究显示,教学诊改不仅对高职人才培养质量整体上产生了显著的政策效应,也对“就业率”“月收入”“母校满意度”和“自主创业比例”有明显的提升作用,但对“雇主满意度”的贡献作用不明显。最后,从健全教学诊改复核制度和工作机制、破除行业企业参与诊改障碍、将诊改与短板条件统一起来三方面提出对策建议。
In 2015, the Ministry of Education proposed to establish a “diagnosis and reform system for teaching work in vocational colleges”(hereinafter referred to as “teaching diagnosis and reform”), and then experienced two stages of partial pilot and comprehensive promotion. This paper uses the panel data from 85 higher vocational colleges in Chengdu-Chongqing from 2013 to 2018 to empirically analyze the impact of teaching diagnosis and reform policies on the quality of talent cultivation based on the DID. The research shows that the teaching diagnosis and reform not only has a significant policy effect on the overall quality of vocational talent training, but also has a significant effect on improving the “employment rate” “monthly income” “alma mater satisfaction” and“independent entrepreneurship ratio”, but the contribution to “employer satisfaction” is not obvious.Finally, the article proposes countermeasures and suggestions from three aspects: perfecting the system and working mechanism of teaching diagnosis and reform, removing the barriers for industry enterprises to participate in diagnosis and reform, and unifying diagnosis and reform with short-term conditions.
