新形势下高职院校数字档案室构建策略研究

Research on the Construction Strategy of Digital Archives in Higher Vocational Colleges Under the New Situation

数字化是高职院校档案室发展的必然趋势。师生对学校档案提高开放与服务水平的要求越来越高。高职院校数字档案室迎来发展机遇,但也面临观念障碍、制度缺陷、技术瓶颈、人才短板等一系列挑战。在分析了高职院校数字档案室发展面临的机遇与挑战后,提出了其构建策略。一是观念提升。高职院校要加大对数字档案室重视程度,注重对档案资源的深度开发,提高档案信息安全防范意识。二是制度完善。高职院校要完善与新修与数字化档案室相适应的制度体系与标准体系,实施档案数字化工作责任制,建立相应检查考核机制,为制度执行建立保障机制。三是技术升级。高职院校要加强数字档案室基础设施建设,推动档案工作与新一代信息技术深度融合。四是人才优化。高职院校要坚持“引培并据”,加大档案人才培养力度,完善档案人才评价机制。

Digitization is an inevitable trend in the development of archives in higher vocational colleges.Teachers and students have higher and higher requirements for improving the openness and service level of school archives.Information technology has been widely used in various aspects of higher vocational colleges.Digital archives in higher vocational colleges usher in development opportunities,but also face a series of challenges such as conceptual obstacles,institutional defects,technical bottlenecks and talent shortages.After analyzing the opportunities and challenges faced by the development of digital archives in higher vocational colleges,construction strategy is proposed.The first path is concept improvement.Higher vocational colleges should pay more attention to digital archives,pay attention to the in-depth development of archives resources,and improve the awareness of archives information security.Secondly,the system shuould be perfected.Vocational colleges should improve the institutional system and standard system compatible with the newly repaired and digital archives,implement the responsibility system for the digitalization of archives,establish a corresponding inspection and assessment mechanism,and establish a guarantee mechanism for the implementation of the system.The third path is technological upgrading.Vocational colleges should strengthen the infrastructure construction of digital archives,and promote the deep integration of archives work with the new generation of information technology.The fourth path is talent optimization.Vocational colleges should adhere to the principle of"introducing and training together",intensifying the cultivation of archival talents,and improving the evaluation mechanism for archival talents.
