摘要
为科学高效监测农村宅基地乱占耕地、生态红线等违法用地,加强农村宅基地监管信息化工作,依据政府工作要求和实际业务需求,提出了一套基于RS与GIS、覆盖农村宅基地监测监管全流程的一体化解决方案,并在此基础上,利用深度学习、变化检测、大数据空间分析等技术,设计了农村宅基地监测监管系统和配套的移动执法APP,形成了遥感动态监测农村宅基地违法行为的高效监测模式和全流程监管体系,提高了农村违法建筑监测监管水平和监督执法效率。
In order to monitor rural residential area falling into the cultivated land or the ecological protection land scientifically and efficiently,meet the needs of rural residential area monitoring under the new situation and strengthen the informatization of rural residential area monitoring,according to the requirements of national informatization and actual business needs of rural residential area monitoring,this paper puts forward a set of management solutions based on RS and GIS for rural residential area monitoring,and uses deep learning,change detection,big data spatial analysis technologies to design the rural residential area monitoring system and the mobile app for law enforcement.The scheme forms an efficient monitoring model and a full-process supervision system for remote sensing dynamic monitoring of illegal activities in rural residential area,improves the supervision level and efficiency of supervision and law enforcement for rural illegal buildings.
