摘要
探讨城市综合管理服务平台建设对接智慧城市建设主体的可行性与实施原则,设计基于智慧城市总体框架下的城市综合管理服务平台架构,并以黑河市为例,分析建设经验与特色优势。实践证明,基于智慧城市系统工程的城市综合管理服务平台,在前期设计完整性、后续运维保障可持续性,尤其是资源统筹整合利用方面,具备明显的低投入、高产出优势,可全面提升城市治理能力水平现代化。
In this paper, we discuss the feasibility and implementation principles of urban integrated management service platform in connection with smart city’s construction. It designs the architecture of urban integrated management service platform based on smart city’s overall framework. Taking Heihe City as an example, it analyzes the construction experience and special advantage. Practice has proved that urban integrated management service platform based on smart city construction, It has obvious advantages of low input and high output on integrity of preliminary design, post-construction operation and maintenance to ensure sustainability, overall utilization of resources, this construction mode can promote the modernization of China’s system and capacity for governance entirely.
