黑龙江省国土空间规划“一张图”实施监督信息系统建设

Construction of "One Map" Implementation Supervision Information System of Land and Space Planning in Heilongjiang Province

2019年自然资源部印发了《自然资源部信息化建设总体方案》,明确新形势下开展自然资源信息化工作的发展战略,提出了“一张网”“一张图”“一个平台”的总体架构,并指出了当前的工作重点,其中在2020年底前构建以数字化、网络化和智能化为支撑的国土空间规划体系并监督实施。本文结合黑龙江省建设情况,详细介绍了黑龙江省省、市、县三级一体化的黑龙江省国土空间规划“一张图”实施监督信息系统建设的经验。

In 2019, the ministry of natural resources issued the "overall plan of informatization construction of the ministry of natural resources", which defined the development strategy of carrying out the informatization work of natural resources under the new situation, put forward the overall framework of "one network", "one map" and "one platform", and pointed out the current key work, including building a digitalizing, networking and intelligent land management system by the end of 2020. Combined with the construction experience of Heilongjiang province, this paper elaborates the construction of the supervision information system for the implementation of the "one map" of Heilongjiang province’s land space planning, which is a three-level integration of provinces, cities, and counties in Heilongjiang province.
