青岛市储备补充耕地监督核查标准化建设

Standardized Supervising and Verifying for Qingdao Cultivated Land in Reserve-supplement Aspect

耕地占补平衡制度是关系到国计民生的重要政策,如何实现制度的准确实施是政策推行的关键所在。本文按照国家、省、市对储备补充耕地监督要求,结合青岛市管理的实际情况,提出了储备补充耕地监督核查标准化建设办法,依托现有的信息化技术手段,通过合理化设置各级部门的职责分工,规范化设计监督核查内容和流程,建立了一套覆盖全生命周期的新型管理模式。在此基础上,经过了2020年度一整年的监督核查工作验证,证明了该标准化建设下管理模式的有效性和合理性,为储备补充耕地的核查和监管提供了坚实保障,可望在未来的耕地占补平衡制度实施中发挥更大的作用。

It is an important policy to balance the occupation and the compensation of cultivated land,because the policy is highly related to the national economy and people's livelihood.As a critical step,the accurate implement is playing a vital role in the policy regulation.According to the national,provincial,municipal requirements,we proposed a standardized way for supervising and verifying reserve-supplement of Qingdao cultivated-land with the information technology.The standardized way is designed under the architecture of city management to cover the whole process of administration,and the responsibility was finely divided for all the levels of department with regulation content and working process of supervision.Based on that,the standardized way was evaluated and verified in the supervision work of 2020.The results proved that our proposed way was effective and reasonable in the administration for verification and supervision of reserve-supplement cultivated-land.It is expected to show greater impact in near future.
