我国水权分配研究热点及演化的可视化分析

Visual Analysis of Research Focus and Evolution of Water Rights Allocation in China

自2000年我国开展首例东阳-义乌水权交易实践以来,我国水权分配研究不断深化,水权分配制度体系日趋成熟,水权市场不断完善。利用CiteSpace可视化软件,综合分析CNKI(中国知网)数据库2000—2020年730篇关于水权分配研究的期刊文献,系统梳理水权分配研究的文献特征和前沿热点,包括高校和研究机构分布、学者合作特征、研究热点分析,并对我国水权分配研究阶段进行合理划分,明晰我国水权分配研究现状。研究表明:水权分配研究探索期(2000—2006年)以初始水权分配为主、水权交易为辅,强调政府主导,研究热点为初始水权分配原则与分配模式;水权分配研究成长期(2007—2014年)突出初始水权分配与水权交易并重,强调政府与市场两手发力,研究热点为初始水权分配机制与水权交易模式;水权分配研究发展期(2015—2020年)以水权交易为主、初始水权分配为辅,强调由政府主导转为市场导向,研究热点为多元化水权交易模式与优化初始水权分配模式。

Since 2000,the first practice case of water rights trading for Dongyang-Yiwu region in Chinawas developed,the research of water rights allocation has been deepened,the system of water rights allocation has become more and more mature and the water rights market has been continuously improved.730 periodical literatures on the research of water rights allocation on CNKI from 2000 to 2020 were comprehensively analyzed based on the CiteSpace visualization software.The literature characteristics and frontier hotspots of water rights allocation research were systematically sorted out,including the distribution of universities and research institutions,the cooperation characteristics of scholars,and the analysis of research hotspots.According to the current situation of water rights allocation,the research stages of water rights allocation were divided reasonably.The results show that,the exploratory period of water rights allocation(2000-2006)is dominated by initial water rights allocation,supplemented by water rights trading,with the leading position of the government.The research focuses on the allocation principle and mode of initial water rights.During the growth period of water rights allocation(2007-2014),both initial water rights distribution and water rights trading are emphasized,and both the government and the market are emphasized.The research focuses on the initial water rights allocation mechanism and water rights transaction mode.The research and development period of water rights allocation(2015-2020)focus on water rights trading,supplemented by initial water rights allocation,emphasizing the transformation from government led to market-oriented.The research focuses on the diversified mode of water rights trading and the optimal mode of the initial water rights allocation.The conclusions can provide reference for deepening the research on water rights allocation in China in the future.
