党的政治建设与党内法规制度建设:新时代推进党的建设的辩证逻辑

The Political Construction of the Party and the Construction of Laws and Regulations within the Party:The Dialectical Logic of Promoting the Construction of the Party in the New Era

新时代加强党的全面领导、全面从严治党、推进依规治党,必须深入探究党的政治建设和党内法规制度建设之间的辩证关系及其运行的内在机理。二者相辅相成、相互促进:党的政治建设在价值和行为取向上为党内法规制度建设提供思想保证与动力引擎,党内法规制度建设为执政党的政治建设提供行为规范和法规保障。新时代视域下,中国共产党必须立足时代发展实践,坚持制度建党和思想建党同向发力,把党内法规制度建设与党的组织建设、作风建设、纪律建设、反腐败斗争相统一,完善党的各项法规制度建设,注重其可操作性,凸显其政治功能,提高党的领导水平和执政能力,维护党的统一与中央权威。

To strengthen the Party’s overall leadership,strictly govern the Party,and promote the Party in accordance with regulations in the new era,the CPC must probe into the dialectical relationship between the political construction of the Party and the construction of the rules and regulations within the Party,and the internal operation mechanism between the two.The two constructions are mutually complementary and promoting:The former provides ideological guarantee and power engine for the latter in terms of value and behavior orientation,while the latter provides code of conduct and legal guarantee for the former.From the new era perspective,the CPC must navigate her practice and development based on the times,adhere to the synthetic unity of the Party construction on system and ideology basis,and integrate the institutional construction of rules and regulations within the Party with the construction of the Party’s organization,style of work,discipline,and anti-corruption,to improve the construction of the Party’s various laws and regulations with more attention to their practicability and highlight on their political functions for the improvement of the Party’s leadership level and governance ability,and the maintenance of the unity of the Party and the authority of the Central Committee.
