环境规制对中国沿海地区海洋经济绿色技术效率的影响--以海洋科技创新和产业结构变迁为中介变量

The impact of environmental regulation on the green technology efficiency of the marine economy in China's coastal areas-Taking marine science and technology innovation and industrial structure changes as intermediate variables

基于2006~2015年11个沿海地区的数据运用随机前沿方法(SFA)测算海洋经济绿色技术效率,并探究其影响因素。结果表明:环境规制一方面确实会对沿海地区的污染具有治理效用,从而直接提升绿色技术效率;另一方面,环境规制还会通过海洋科技创新间接促进海洋绿色技术效率的提升,但不能通过促进产业结构加速变迁向高级化从而推动绿色技术效率的提升。

Based on the data of 11 coastal areas from 2006 to 2015,the stochastic frontier approach(SFA)is used to calculate the ef-ficiency of green technology in the marine economy,and to explore its influencing factors.The results show that,on the one hand,environ-mental regulation will indeed have a governance effect on pollution in coastal areas,thereby directly improving the efficiency of green tech-nology;on the other hand,environmental regulation will indirectly promote the improvement of the efficiency of marine green technology through marine technological innovation,but cannot promote the improvement of green technology efficiency by accelerating the transforma-tion of the industrial structure to the advanced level.
