技能人才是立国之本、兴业之基。加强技能人才队伍建设,是建设人才强国的重大措施,是解决就业矛盾的根本举措,是促进产业结构调整的重要基础。加强技能人才队伍建设需坚持党管人才、服务发展和分类施策的原则。本文在深入剖析汕尾市经济产业结构发展和人力资源建设现状的基础上,提出了谋篇布局,健全党管人才的新格局;引育并举,构筑人才集聚的新高地;厚植沃土,打造高质量发展的新引擎;优化服务,营造拴心留才的新环境的实践路径。

Skilled personnel are the foundation of a country and the foundation of industrial development. Strengthening the construction of skilled personnel is a major measure to build China into a country with strong human resources, a fundamental measure to solve the employment problem, and an important basis for promoting industrial restructuring. To strengthen the construction of skilled personnel, the Party should adhere to the principle of managing personnel, serving the development of personnel and making policies according to categories. Based on the in-depth analysis of shanwei city’s economic and industrial structure development and human resources construction, it puts forward the layout, perfect the new pattern of the Party’s management of talents;introduce and nurture simultaneously, build new highland of talent gathering;cultivate fertile soil to build a new engine of high-quality development;optimize the service to create a new environment to keep the practice path.
