智能电表供应商指标评价体系构建及应用

摘要 从报价、质量、履约、服务、技术、财务、社会责任7个角度建立智能电表供应商评价体系,针对每个评价角度,细化具体评价指标,结合智能电表业务应用实际及明细数据支撑情况,设计指标量化方式及评价标准,采用熵值法赋权、TOPSIS与GREY法联合打分,实现智能电表供应商的综合评价,同时将智能电表供应商划分为优质、潜力、问题、逐步淘汰4类,辅助实现供应商分类管理。 In this paper,an evaluation system for smart meter suppliers is established from seven perspectives:quotation,quality,performance,service,technology,finance and social responsibility.According to each evaluation angle,detailed evaluation index is refined.Combined with the actual application of smart meter business and the support of detailed data,the quantitative method and evaluation standard of indicators are designed.The comprehensive evaluation of smart meter suppliers is realized by weighting with entropy method and scoring with joint TOPSIS and GREY method.At the same time,smart meter suppliers are divided into four categories:high quality,potential,problems and phasing out,so as to assist in the classified management of suppliers.
