Research on High Quality Development of Urban-rural Integration:Connotation,Basis and Optimization Paths

“十四五”时期在更高层次上推动城乡融合发展是我国城乡关系演进的时代命题、是社会主要矛盾转变对城乡发展的现实需要、是积极适应经济高质量发展的迫切要求、是协调推进乡村振兴与新型城镇化的必然选择以及实现城乡共同富裕的目标指向。新时代推动城乡融合高质量发展要树立城乡共享理念,构建良性互动的新型城乡关系;推动城乡二元社会结构转化,满足人民群众对物质文化质和量的需要;促进城乡要素自由双向流动,为城乡经济均衡发展提供持续动力;构建城乡协调发展新格局,推动县域发展作为两大战略耦合的重要载体;富农增收夯实共同富裕的物质基础,完善收入分配制度为实现城乡共同富裕提供坚实的制度保障。

Promoting the integration of urban and rural development at a higher level during the"14th Five-Year Plan"period is based on the following four necessities.First,it is the proposition of the times for the evolution of urban-rural relations in China.Second,it is the practical need for urban and rural development due to the transformation of the main contradictions in society.Third,it is the urgent requirement of actively adapting to high-quality economic development.Fourth,it is the inevitable choice for coordinating the promotion of rural revitalization as well as new urbanization,and the goal of achieving common prosperity in both urban and rural areas.To push forward the high-quality development of urbanrural integration in the new era,the following optimization paths are proposed.To begin with,establish the concept of urban-rural sharing and build a new type of urban-rural relationship of benign interaction.Next,promote the transformation of the dual social structure of both urban and rural areas to meet the needs of the people for material and cultural quality and quantity.Then,promote the free two-way flow of urban and rural elements to provide sustainable impetus for the balanced development of urban and rural economies.What's more,build a new pattern of coordinated urban-rural development and promote county development as an important carrier for the coupling of the two major strategies.Lastly,increase the income of rich peasants and consolidate the material foundation of common prosperity.In the meanwhile,improve the income distribution system to provide a solid institutional guarantee for the realization of common prosperity in both urban and rural areas.
