善治理念下我国农村体育公共服务有效供给路径探析

Effective Supply Path of Rural Sports Public Service Under Good Governance Idea

运用文献资料法、实地访谈法等,对照善治理念分析当前我国农村体育公共服务供给现实困境,并提出有效供给路径。善治对农村体育公共服务提出新要求:以提高效率为目标、以加强责任为支撑、以法治建设为保障、以多元参与为基础、以民主决策为前提、以积极回应为条件。现实困境:供给效率有待提高、资源配置均衡性不够、社会力量参与积极性不高、绩效评价方式仍需完善、多元化监管机制有待建立。有效供给路径:以建构协同化治理共同体为关键,努力提升供给效率;以满足农民体育需求为原则,科学配置供给内容;以加强政府与社会合作为着力点,逐步完善参与机制;以分类建立利益表达机制为主要内容,积极回应参与诉求;以调整发展战略为保障,建立健全监督体系。

By using the methods of literature review and field interviews,compared to good governance idea,this paper analyzed the existing problems and provided effective path in the supply of rural sports public services.The new requirements of good governance for rural sports public service are aimed at improving efficiency,supported by strengthening responsibility,guaranteed by legal construction,based on diversified participation,premised on democratic decision-making and conditional on positive response.Practical dilemmas:The efficiency of supply needs to be improved,the allocation of resources is not balanced enough,the participation enthusiasm of social forces is not high,the performance evaluation method needs to be improved,and the diversified supervision mechanism needs to be established.Supply path:We should focus on building a collaborative governance community and strive to improve the supply efficiency,scientifically allocate the supply content in accordance with the principle of satisfying the sports demand of rural residents,strengthen the cooperation between the government and society and gradually improve the participation mechanism,take the classified establishment of interest expression mechanism as the main content to actively respond to the demands for participation,and adjust the development strategy as a guarantee to establish a sound supervision system.
