中国煤层气产业“十三五”以来发展成效与建议

Development achievements of China's CBM industry since the 13^(th) Five-Year Plan and suggestions

加大煤层气的开发利用,是推进中国能源清洁低碳转型的重要路径之一。“十三五”以来,在国家政策的大力支持下,中国煤层气产业发展取得积极成效,但总体规模仍偏小,进一步的开发利用仍然值得期待。为此,总结了中国煤层气产业“十三五”以来的6个方面的主要发展成效:①储、产量保持增长,近两年重新进入快速发展期;②两大煤层气产业基地地位进一步夯实,形成了两个千亿立方米级大型煤层气田;③中深层煤层气实现重大突破;④已开发的主力煤层气田实现了长期稳产增产,保障我国煤层气产量稳中有升;⑤四川省、贵州省和新疆维吾尔自治区等地有望建成一批新的产业基地;⑥国家煤层气管理体制改革不断深化,效果初显。同时,针对煤层气产业发展面临的资源赋存条件日趋复杂、矿权相对较少、开发企业效益总体较差、优惠政策和改革措施有待加强等关键问题,提出了加大勘探力度、加强技术攻关、增加区块供给、体现多元价值等方面的4条建议,为中国煤层气产业在“双碳”目标下的快速健康发展提供了有益的参考和借鉴。

Strengthening the exploitation and utilization of coalbed methane(CBM)is one of the important ways to promote the transformation into clean and low carbon energy in China.Since the 13th Five-Year Plan,positive results have been achieved in the development of CBM industry in China under the strong support of national policies,but its overall scale is still smaller,so its further exploitation and utilization is still worth expecting.In this paper,the main development achievements of China’s CBM industry since the 13th Five-Year Plan are summarized from the following six aspects.First,CBM reserves and production has been increasing continuously and CBM industry has stepped into the period of rapid development again in the last two years.Second,the status of two major CBM industrial bases has been further tamped to form two large CBM fields of 100 billion cubic meters.Third,a great breakthrough has been realized in medium and deep CBM.Fourth,long-term stable production increase has been realized in the developed principal CBM fields,which guarantees the steady increase of CBM production in China.Fifth,a batch of new industrial bases is expected to be built up in Sichuan,Guizhou and Xinjiang.Sixth,the reform of the national CBM management system has been deepened continuously and has presented a preliminary effect.In addition,to solve the key problems in the development of CBM industry,such as increasingly complicated resource occurrence conditions,fewer mining rights,poorer overall benefit of development enterprises and to-be-strengthened preferential policies and reform measures,four suggestions are made to strengthen exploration and technological research,improve block supply and embody multiple value,which provide beneficial references for the rapid and healthy development of China's CBM industry under the goal of dual carbon.
