动静态评价视角下山西省乡镇卫生院运行效率研究

Study on the Operation Efficiency of Township Health Centers in Shanxi Province from the Perspective of Dynamic and Static Evaluation

目的:通过对2016—2020年山西省乡镇卫生院的运行效率进行评估,为优化山西省乡镇卫生院的运行效率,提高乡镇卫生院的服务能力提供参考。方法:采用BCC数据包络模型、窗口数据包络模型和全要素生产率指数模型测算山西省各个乡镇卫生院的静态效率和动态效率。结果:2016—2020年山西省乡镇卫生院的综合技术效率和规模效率呈递减趋势,纯技术效率变化幅度较小,Malmquist指数为0.970,技术效率变化指数为0.971,技术进步指数为0.999,横向对比山西省各地区乡镇卫生院的运行效率发现,各地区间差异明显,多数地区规模效率较好,但纯技术效率不足。结论:山西省乡镇卫生院应当依据自身情况加强内部管理水平,提高技术创新能力,提升基本医疗服务水平,从而优化运行效率。

OBJECTIVETo evaluate the operation efficiency of township health centers in Shanxi province from 2016 to 2020,and to provide reference for optimizing the operation efficiency of township health centers and to improve the capacity of primary medical service. METHODS BCC-DEA, Window-DEA and Malmquist-DEA models were used to calculate the static efficiency and dynamic efficiency of township health centers. RESULTS The technical efficiency and scale efficiency of township health centers showed a decreasing trend from 2016 to 2020, and the change range of pure technical efficiency was small. Malmquist index was0.970, technical efficiency index was 0.971, and technical progress index was 0.999. By comparing the operation efficiency of township health centers in different regions, it was found that there were obvious differences among regions. Most regions had better scale efficiency, but lack of pure technical efficiency. CONCLUSION Township health centers in each region should strengthen internal management, improve technical innovation ability and develop basic medical service level according to their own situation, sequentially optimize operation efficiency.
