党建引领视角下城市互嵌式民族社区治理研究--基于义乌市鸡鸣山社区的考察

On Urban Inter-Embedded Ethnic Community Governance from the Perspective of Party Building and Integration:Based on the Investigation of Jimingshan Community in Yiwu City

互嵌式民族社区是各民族交往交流交融的空间实践形态,也是铸牢中华民族共同体意识的重要场域。在我国现代化转型时期,少数民族流动人口具有的文化异质性、身份边缘性和治理复杂性给城市互嵌式民族社区治理带来现实阻隔。通过对义乌市鸡鸣山社区考察发现,该社区治理结构呈现组织嵌入和政治吸纳的双向路径。在基层党组织领导下,社区治理过程能够切实提升少数民族流动人口的社会融入程度,塑造互嵌式民族社区的善治之路。基于此,整合互嵌式民族社区的治理结构,要坚持以人为本,构建社会支持网络;增进中华文化认同,塑造共同精神价值;推动协商治理,促进整体政治参与;加强党建引领,打造多元共治格局。

The inter-embedded ethnic community is the spatial practice form of interaction and intermingling of ethnic groups and an important field for fostering a strong sense of community for the Chinese nation.In China's modernization and transformation period,the cultural heterogeneity,identity marginality and governance complexity of the floating ethnic minority population bring realistic barriers to the governance of urban inter-ethnic communities.A study of the Jiimingshan community in Yiwu City reveals that the governance structure of the community shows a double-way path of organizational embedding and political absorption.Under the unification of primary party organization,the community governance process can effectively enhance the social integration of the floating ethnic minority population and shape the path of good governance in the inter-embedded ethnic community.Based on this,integrating the governance structure of inter-embedded ethnic communities is to adhere to the people-oriented approach and build a social support network,to promote cultural identity and shape common spiritual values,to promote consultative governance and facilitate overall political participation and to strengthen the leadership of party building to create a pluralistic governance pattern.
