The Experience and Enlightenment of Improving the Scientific Level of the CPC’s Intra-Party Regulations

中国共产党历来重视党内法规制度建设,特别是十八大以来,随着党的建设科学化、制度化和规范化水平进一步提高,党内法规制度也不断迈向科学化,成为党的建设的重要经验。党内法规制度的科学化主要体现在党内法规制定走向科学化、党员权利的保障从党章的规定到专门的法规保障和党的纪律及其实施程序科学化等方面。其重要意义在于增强党内法规制度的权威性,为近年来全面从严治党奠定了坚实的基础,亦成为党内法规制度生命力和影响力的源泉和基础。新时代要坚持以马克思主义科学理论为指导,进一步发挥党内法规科学化的制度优势,与时俱进不断增强党内法规制度的科学性,坚持制度创新。

The CPC always pays much attention to the construction of intra-Party regulations and institutions.Especially since the Eighteenth National Congress of the CPC,with the further improvement of the scientific,institutionalization,and normalization level of party building,the scientific level of intra-Party regulations and institutions has also been improved continuously,becoming an important experience of party building.The improvement of scientific level of intra-Party regulations and institutions is mainly embodied in the following aspects:the scientific level of formulation of intra-Party regulations is improved;the safeguard of party members’rights is prescribed not only in the Constitution of the CPC,but also in the special regulations;and the scientific level of party discipline and its implementation procedure is improved.The important meaning of this improvement lies in that the authority of intra-Party regulations and institutions is enhanced,thus laying a solid foundation for comprehensively strengthening party discipline in recent years and also becoming the origin and foundation of the vitality and influence of intra-Party regulations and institutions.In the new era,we must stick to the guidance of the scientific theory of Marxism,further play the institutional advantage for improving the scientific level of intra-Party regulations,march forward with the times to continuously improve the scientific level of intra-Party regulations and institutions,and persist in institutional innovation.
