我国政府治理中的数据治理风险及对策初探

Data Governance:A New Model of Governmental Governance in Information Society

我国正处于工业社会向信息社会的加速转型期,数据治理成为我国政府提供公共服务、加速政府治理方式变革、提升现代治理能力的必然趋势。在推进数据治理过程中,政府面临数据收集、存储、处理和共享等方面的风险。同时,政府自身也存在责任意识不强、数字治理相关法律体系和专业人才缺失、公务人员行政执行力低下等治理困境。由此提出治理对策,以期推动政府数据治理,发挥现代信息技术合力,探索“数据治理”的中国道路。

China is in the period of accelerated transformation from industrial society to information society.Data governance has become an inevitable trend for China’s government to provide public services,improve modern governance capacity and accelerate the reform of governmental governance mode.In promoting data governance,the government inevitably faced data collection,storage,processing and sharing risk.At the same time,the government itself has a weak sense of responsibility,a lack of legal system and professional talents related to digital governance,low administrative execution of public officials and other governance dilemmas.In this way,this paper proposes governance measures to promote government data governance,bring into play the synergy of modern information technology,and explore the Chinese road of “data governance”.
