广西近岸海域水产养殖环境监管困境与破局

Dilemma and Strategies of Environmental Supervision of Aquaculture in Guangxi Offshore Area

海洋水产养殖是造成近岸海域污染的主要原因之一。广西的海洋水产养殖较为普遍,养殖规模大。针对近岸海域水产养殖,现阶段存在环境行政监管部门配合不足、现行监管机制缺失全过程监管、监管落实缺乏必要抓手等诸多问题。监管难题的存在,导致广西近岸海域污染十分严重,至今没有得到有效遏制。应从贯彻与完善多元共治、多元共管的环境监管机制入手,明确各监管主体的地位及作用的基础上,创新现有机制,治理广西近岸海域水产养殖。

Marine aquaculture is one of the main causes of offshore pollution.Marine aquaculture is general and occupies a large proportion in Guangxi.At present,there are many problems in offshore aquaculture,such as lack of coordination of environmental administrative supervision departments,lack of current supervision mechanism and lack of necessary methods for the implementation of whole-process supervision.The regulatory problems has caused serious offshore pollution in Guangxi,which has not been effectively controlled.It is necessary to carry out and improve the environmental supervision mechanism to govern offshore aquaculture in Guangxi by multi-governing and co-management,and on the basis of clarifying the status and role of each supervision subject,innovate the existing mechanism to govern aquaculture in Guangxi offshore.
