医疗机构中药饮片招标采购实践与优势分析

Practices and Advantages of Bidding Procurement of Traditional Chinese Medicine Decoction Pieces in Medical Institutions

目的探讨中药饮片招标采购的优势。方法以某市中医院实际工作情况为例,统计中药饮片招标采购实施前(2018年)和招标采购实施后(2019年)的内控质量等级变动、抽检质量符合率、价格变动、采购金额、药品采购风险隐患等,并分析其优势。结果分3次对487种中药饮片进行了招标采购。招标采购实施后,86个品种的质量提升了1个等级;在内控质量等级不变或提升的前提下,312个品种价格下降,平均降幅为27.32%,按2018年的使用数量计算,共节省药费支出1566.2万元;抽检质量符合率由招标采购实施前的82.76%升至招标采购实施后的98.16%;无药品采购风险隐患。结论中药饮片招标采购与质量价格控制能提升中药饮片的质量,降低药价,防范风险隐患。建议调整相关政策和法规,改进方法和技术,促进中药饮片健康、快速发展。

Objective To investigate the advantages of bidding procurement of traditional Chinese medicine(TCM)decoction pieces.Methods The actual work of a municiple hospital of TCM was taken as an example,the grade change of internal control quality,quality compliance rate of sampling inspection,price change,procurement amount,potential risk of procurement of TCM decoction pieces before the implementation of bidding procurement(2018)and after the implementation of bidding procurement(2019)were counted,and advantages of bidding procurement of TCM decoction pieces were analyzed.Results Three times of bidding procurement were implemented for 487 kinds of TCM decoction pieces.After the implementation of bidding procurement,the quality of 86 varieties increased by one grade.On the premise that the grade of internal control quality remained unchanged or improved,the prices of 312 varieties decreased,with an average decrease of 27.32%.A total of 15.662 million CNY of drug expenses was saved calculated by the quantity of drugs used in 2018.The quality compliance rate of sampling inspection increased from 82.76%(before the implementation of bidding procurement)to 98.16%(after the implementation of bidding procurement).There was no potential risk of drug procurement.Conclusion Bidding procurement,quality and price control of TCM decoction pieces can improve the quality of TCM decoction pieces,reduce the price of drugs and prevent potential risk.It is suggested to adjust relevant policies and regulations,improve methods and technologies to promote the healthy and rapid development of TCM decoction pieces.
