摘要 为降低铁路邻近营业线施工安全事故率,本文以铁路邻近营业线施工项目为研究对象,从路基轨道受损、电力设备受损、人员进入营业线、机械设备侵限和坠物遗留物侵限5个方面构建铁路邻近营业线施工安全风险评估指标体系;将风险发生概率和风险事件后果严重程度作为各评价指标的基础变量,运用动态权重法赋权,建立铁路邻近营业线施工安全风险评估的动态权重—二维云模型;利用MATLAB软件绘制二维评价云图表达项目安全风险水平,并计算贴近度以保证评价结果的准确性;最后以新建中卫至兰州铁路石板沟特大桥上跨红会铁路施工项目为例进行实例验证。结果表明,该工程项目风险等级为Ⅳ级(高度风险),研究结果与工程实际相符,说明该评价方法科学可行。本文研究结果可为同类铁路邻近营业线施工项目安全风险评估提供参考依据。 In order to reduce the construction safety accident rate of the railway adjacent to the business line,in this paper,the construction projects adjacent to the railway business line was taken as the research object.The risk assessment index system of the construction safety of railways adjacent to the business lines was constructed from five aspects,i.e.,subgrade track damage,electrical equipment damage,personnel's entrance to the business line,mechanical equipment intrusion,and falling object and remnant intrusion.The probability of the risk occurrence and the severity of the risk event consequence were taken as the basic variables of each assessment index.The dynamic weight method,two-dimensional cloud model,was used to assign weights to establish a safety risk assessment system for the construction of railway adjacent to the business line.The MATLAB software was used to draw a two-dimensional assessment cloud map to express the safety risk level of the project and calculate the closeness to ensure the accuracy of the assessment results.Finally,the Shibangou Bridge of the newly-built Zhongwei-Lanzhou Railway across the Honghui Railway was taken as an example to verify.The results show that the risk level of the project isⅣ(high risk),and the research results are consistent with the actual engineering,indicating that the assessment method is scientific and feasible.The research results can provide a reference for the safety risk assessment of similar railway construction projects adjacent to the business line.
