安全生产治理现代化的内涵、特征及实现路径研究

Research on Connotation,Characteristics and Realization Path of Work Safety Governance Modernization

为明确安全生产治理现代化的内涵、特征和实现路径,本文基于治理理论和现代化理论,运用文献分析、政策分析、归纳演绎等方法,研究提出安全生产治理现代化的内涵及6方面特征,即治理理念的人本化、时代化,治理主体的多元化、协同化,治理制度的系统化、完备化,治理方式的法治化、专业化,治理手段的综合化、智能化,治理效果的向好化、最优化。同时,以现代化过程论和治理系统论为视角,构建安全生产治理现代化的实现路径框架,提出大力培塑安全生产先进治理理念、健全完善安全生产治理体系、不断提升安全生产治理能力、创新应用安全生产治理工具(手段)等4方面关键路径。

In order to clarify the connotation,characteristics and realization path of work safety governance modernization,in this paper,based on the governance theory and modernization theory,the methods such as literature analysis,policy analysis,induction and deduction was used to research and put forward the connotation and six characteristics of the work safety governance modernization,namely the humanization and modernization of the governance concept,the diversification and synergy of the governance subject,the systematization and perfection of the governance system,the legalization and specialization of the governance mode,the integration and intelligence of the governance means,and the improvement and optimization of the governance effect.At the same time,from the perspective of the modernization process theory and the governance system theory,a path framework for the modernization of the work safety governance was constructed,and four critical paths were put forward from cultivating and strengthening the advanced concept of the work safety governance,perfecting and improving the work safety governance system,continuously enhancing the capability of the work safety governance,and innovatively applying work safety governance tools(means).
