In order to ensure that the contract responsibility system of scientific research funding is really implemented,on the basis of combing the evolution of China’s scientific research funding policy,and further to explore the logic of reform,compared with similar contract responsibility system of scientific research funding management models in the United States,Japan,and Germany,a deep understanding of the problems in China’s scientific research funding management practice has been further stimulated.The enthusiasm of scientific researchers,improving the endogenous motivation of scientific and technological innovation,improving the use of scientific research funds,and designing promotion mechanism that is in line with practice,eliminates six aspects of assessment,incentives,fault tolerance,audit supervision,prevention and control early warning,and collaborative sharing.Reform obstacles and release research vitality.
