摘要
在访谈调研和资料收集的基础上,对政府购买体育公共服务起步较早且发展比较成熟的地区进行个案分析,深入研究体育公共服务承接主体的组织特征和承接市场的结构特点。研究发现:体制内的承接组织数量高于体制外的承接组织;社会组织多于企业组织;体育单项协会、场馆公司和社团能够连续获得项目;大规模的服务项目主要由体育系统内部组织承接等。挖掘这些组织特征所隐含的对承接方的选择逻辑,即政府的行政逻辑、市场的竞争逻辑、社会的治理逻辑以及组织的性质逻辑等。根据承接市场的现实情况,提出承接主体选择的优化策略。
On the basis of interview research and data collection,the paper makes a case analysis in those areas where the practice of government’s purchases of sports public services has been well-established.The authors deeply analyze the organizational characteristics of SPS-undertaking contractors and the structural features of the SPS-undertaking market.It is found that the SPS-undertaking organizations of inside-system outnumber that of the outside-system;the number of social organization is higher than that of enterprise;large-scale service projects are mainly undertaken by the internal organization of the sports system;local individual associations,sports clubs and venues companies are in a position to obtain projects continuously.Combined with existing literature,we explore the logic behind the contractor choice,that is,administrative logic of the government,competition logic of the market,governance logic of the society and nature logic of the organization.Finally,we put forward suggestion to optimize the choice of the contractor.
