Situation Analysis and Supervision Strategy Research of"Simple Lifting Equipment"

简易升降平台、液压升降机等"土制升降设备"多属于自制或无证的特种设备,不能遵守统一的安全技术标准,存在较大的安全隐患.同时,此类设备绝大多数未纳入《特种设备目录》,各地市场监管部门缺少明确的监管依据,形成了监管盲区.本文对历年升降设备事故原因进行了分析总结,研究了不同升降设备的属性及使用场景,为升降设备的监管提出了几点建议.

Simple lifting platform,hydraulic lift and other"simple lifting equipment"are mostly self-made or unlicensed special equipment,which cannot comply with the unified safety technical standards,and there are great potential safety hazards.At the same time,the vast majority of such equipment is not included in the"special equipment catalog",the lack of clear regulatory basis of local market regulatory authorities,forming a regulatory blind spot.This paper analyzes and summarizes the causes of lifting equipment accidents over the years,studies the properties and use scenarios of different lifting equipment,and offers suggestions for the supervision of lifting equipment.
