Discussion on Drawing of Flood Control Dispatch Map for Large Reservoirs When the Downstream River's Flow Capacity Does Not Meet Flood Control Standards

大型水利工程在防洪、兴利方面发挥着巨大的效益,但随着社会经济的发展,有些水库下游河道存在被侵占现象。当水库设计控泄流量与下游河道实际过流能力不匹配时,上游水库该如何调度成了重点关键问题。结合济南市大型水库工程,探讨如何更合理地绘制防洪调度图,权衡水库兴利和防洪功能,使水库最大程度发挥工程效益。

Large-scale water conservancy projects have played a huge role in flood control and prosperity.However,with the development of social economy,some of the lower reaches of the reservoir have been occupied.When the designed discharge control flow of the reservoir does not match the actual flow capacity of the downstream river,how to dispatch the upstream reservoir becomes a key issue.Combined with the large-scale reservoir project in Jinan City,this paper discusses how to draw a more reasonable flood control scheduling diagram,weigh the benefit of the reservoir and the flood control function,and maximize the engineering benefit of the reservoir.
