基于网络DEA模型的中国科技创新效率研究

摘要 选取中国30个省区市2015—2019年的相关数据,基于阿尔蒙滞后模型度量科技创新投入的时滞效应,采用网络DEA模型评估整个科技创新的系统效率及子系统效率,实证考察科技创新效率及其空间相关性。结果表明,样本期内,全国科技创新系统效率总体偏低且具有明显的区域差异性;创新对经济发展的支撑作用不仅取决于创新研发阶段,更受制于创新支持下的经济发展阶段,创新成果转化的低效率是制约创新有效支撑经济发展的主要原因;科技创新效率存在显著的空间相关性。 This paper selects the relevant data of 30 provinces in China from 2015 to 2019, measures the time lag effect of scientific and technological innovation investment based on the Almon Lag Model, uses the Network DEA Model to evaluate the system efficiency and subsystem efficiency of the entire scientific and technological innovation, and empirically examines the efficiency of scientific and technological innovation and its spatial correlation. The results show that during the sample period, the overall efficiency of the national scientific and technological innovation system is low and has obvious regional differences;the supporting effect of innovation on economic development depends not only on the stage of innovative research and development, but also on the stage of economic development supported by innovation. Inefficiency of transformation of innovation achievements is the main reason that restricts innovation from effectively supporting economic development;what’s more, there is a significant spatial correlation in the efficiency of scientific and technological innovation.
