公版文献资源是全人类共享的公共文化资源。在需求和技术的共同驱动下,公版文献数字化开发蓬勃兴起,成为知识服务领域的重要资源。但当前公版文献资源尚未实现全面开发,公益开发、市场开发、政府开发也都面临不同困境。应统筹公版文献资源整理,推进全面开发,同时为公益开发建设良好生态,规范市场开发中的过度逐利倾向,建设政府主导下的公版文献资源数字化基础设施工程,筑牢公共文化服务资源根基。

Literature resources in the public domain are public cultural resources shared by all mankind.Driven by demand and technology,the digital development of public domain works is booming and has become an important resource in the field of knowledge service.However,at present,the literature resources in the public domain have not been fully developed,and public welfare development,market development,and government development are all facing different difficulties.It is necessary to overall plan the organization of literature resources in the public domain,promote comprehensive development,and at the same time build a good ecology for public welfare development,regulate the excessive profit-seeking tendency in market development,build a government-led digital infrastructure project for literature resources in the public domain,consolidate the foundation of public cultural service resources.
