摘要
对军队科研项目开展科学合理的评价是军队科研项目和经费管理的重点和难点。为此,立足军队科研项目的特性,运用数据包络分析方法(DEA)设计了绩效评价指标库,并以30个地方院校的科研项目数据作为样本,对军队院校的15个科研项目进行了评价,最终数据结果能明显对这些科研项目的绩效做出区分,证明了该方法在军队科研项目绩效评价上的实用性。
How to carry out scientific and reasonable evaluations of military research projects is the focus and difficulty of scientific research projects and their funding management.Based on the characte-ristics of military theoretical research projects,data envelopment analysis(DEA)was used to design a performance evaluation index database,the data of 30 colleges and academies as samples were used so as to conduct research on 15 scientific research projects of military academies.The final data results can clearly distinguish the performance of these projects,which proves the practicability of this me-thod in the performance evaluation of the projects.
