摘要
影像科效率低下影响临床医疗工作的效率,医院以资源为基础的相对价值系数(RBRVS)方法的思想为核心,引入超额累进制和关键绩效指标法,制定基于RBRVS的工作量阶梯递增绩效管理方案,对制约医院运转的节点进行绩效改革。RBRVS原理采用专家咨询法等制定绩效指标体系及权重,对影像科检查包涵的各类资源要素成本进行客观测算;超额累进制是对检查加权总量采取阶梯式核算;引入关键绩效指标法,强化医疗质量、成本控制管理。此方案充分体现影像科医务人员的劳动价值,在合理计算绩效薪酬的基础上,激发医务人员的积极性,优化分配医疗资源,提升患者诊疗的满意度与医院运营效率。既兼顾影像科不同的发展阶段,又保证绩效奖励分配体系的公平合理,促进医院战略目标的实现。
The low efficiency of imaging department affects the efficiency of clinical medical work.The hospital takes the idea of RBRVS method as the core,introduces progressive system and key performance indicator,and formulates a workload ladder increasing performance management scheme based on RBRVS to guide the performance of important nodes restricting the operation of the hospital.RBRVS principle adopts the expert consultation method to formulate the performance index system and weight,and objectively calculate the cost of various resource elements included in the imaging examination;The progressive system is a step-by-step accounting for the inspection weighted total;Introduce key performance index method to strengthen medical quality and cost control management.This scheme fully reflects the labor value of medical staff in the imaging department,stimulates the enthusiasm of medical staff,optimizes the allocation of medical resources,and improves the satisfaction of patient diagnosis and treatment and the efficiency of hospital operation on the basis of reasonable calculation of performance compensation.At the same time,we should pay attention to adjusting measures to local conditions,inherit and develop according to different development stages of the imaging department,ensure the fairness and rationality of the performance reward distribution system,and promote the realization of the strategic objectives of the hospital.
