基于数据治理的重大突发事件社会舆情引导机制研究

立足于大数据内涵与特征的分析论证,指出当前我国重大突发事件的社会舆情特点具有生成扩散快速且涉及范围更广、关联性更强且次生灾害加重、互动性强且动态控制难度加大等特点。基于此,对基于数据治理的重大突发事件社会舆论引导的需求与机遇进行研究,笔者认为,应当全面分析研究海量数据为正确社会舆情引导做好必要的前提,深度挖掘舆情信息的有效价值为决策者提供行之有效的处置路径。最后,结合当前时代特征,对社会舆情引导机制的构建提出建议:首先,大力完善多元协同引导机制;其次,基于群众诉求构建社会舆情引导机制;再次,完善数据治理下社会舆情引导机制。

Based on the analysis and demonstration of the connotation and characteristics of big data,it pointed out that the current social public opinion characteristics of major emergencies in China,characterized by rapid generation and diffusion,wider coverage,stronger correlation,aggravation of secondary disasters,strong interaction,and increased difficulty in dynamic control,large features.Based on this,it studied the needs and opportunities of social public opinion guidance for major emergencies based on data governance.It is necessary to comprehensively analyze and study massive data to make the necessary prerequisites for correct social public opinion guidance,and the effective value of in-depth mining of public opinion information is as follows:Decision makers provide effective disposition paths.Finally,combined with the characteristics of the current era,it put forward suggestions on the construction of the social public opinion guidance mechanism:vigorously improve the multi-coordinated guidance mechanism,build a social public opinion guidance mechanism based on the demands of the masses and improve the social public opinion guidance mechanism under data governance.
