网格化治理是城乡社会治理转型的产物,也是当前基层治理现代化的重要创新。网格化治理通过对基层治理单元、治理结构和治理流程的改造,实现了行政资源精准下沉、条块部门协同治理和基层治理过程的清晰高效。作为一种精细化的技术治理,网格化治理提高了基层政府主动发现问题和及时回应社会诉求的能力,同时也将运动式治理嵌入到网格中,通过技术化的信息平台提高了基层政府应对突发性和不确定事件的效率,成为发达地区较为有效的管理机制创新。但网格化在具体实践中存在着社会基础层面的限度和自治限度,网格化治理要匹配与之相适应的社会治理事务,并与社区自治互为补充,才能成为国家治理现代化过程中更为完善的创新模式。
