内河溢油应急物资调度优化研究

摘要 迅速而有效的物资调度有助于应急救援的快速处置,从而减少溢油事故带来的巨大损害,针对内河溢油事故发生的突然性及危害的严重性,提出基于应急储备点数量和调度等待时间的溢油应急物资调度优化方法,构建以时间最短为目标的数学模型,采用收敛快、精度高的遗传粒子群算法(GA-PSO)进行求解,并通过Flexsim仿真软件验证模型的有效性. The rapid and effective material scheduling is helpful to the quick disposal of emergency rescue,thus reducing the huge damage caused by oil spill accidents.Aiming at the suddenness and severity of inland river oil spill accidents,an optimization method of oil spill emergency materials scheduling based on the number of emergency reserve points and scheduling waiting time was proposed.The mathematical model aiming at the shortest time was constructed,and the genetic particle swarm optimization(GA-PSO)algorithm with fast convergence and high accuracy was used to solve it.The validity of the model was verified by Flexsim simulation software.
