Empowerment Effect of New Infrastructure on High-quality Economic Development in Guangdong

新基建是相对于传统基础设施建设而言,伴随着信息技术发展形成的基础设施,是公共服务、居民生活、经济生产和社会治理所必需的。文章基于经济发展理论与新基建相关实证研究的结论,对广东省新基础设施建设与经济高质量发展关系进行分析,并对新基建对高质量发展的赋能效应进行测算,提出当前广东省新基建发展中的问题与解决对策。理论上新基建是通过两方面促进经济增长:直接投资驱动与间接溢出外部性。基建投资有必要从传统基建转移到具有明显正外部性的新基建领域。基于广东省数据对新基建赋能效应测算结果显示,广东省每100亿元新基建投资将直接推动经济增长202.46亿元,新基建对农业、制造业和服务业拉动作用明显,对比传统基建,新基建能够拉动更多细分行业增长。广东省新基建对各行业增长影响不一,其中电子设备行业受影响最大,新基建投资将有力推动电信运营业、设备制造业和信息服务业的快速发展,并通过配套需求增多进而推动地区生产总值增长。广东省新基建发展有助于广东效率、动力与质量的变革。

At present,Guangdong’s new infrastructure is accelerating the layout and construction,and the investment momentum is good.Based on the conclusion of economic development theory and empirical researches of new infrastructure,this paper analyzes the relationship between new infrastructure and high-quality economic development in Guangdong Province,and calculates the empowerment effect of new infrastructure on high-quality development.This paper also discusses the following problems and solutions based on the above analysis.Theoretically,new infrastructure promotes economic growth through two aspects:direct investment drive and indirect spillover externalities.It is necessary for basic investment to transfer from traditional infrastructure to new infrastructure with obvious positive externalities.Using data of Guangdong Province,we calculate the empowerment effect of new infrastructure.It shows that every 10 billion yuan of new infrastructure investment in Guangdong province will directly promote economic growth of 20.246 billion yuan.The new infrastructure has a significant driving effect on agriculture,manufacturing and service industry,which can drive the growth of more sub-sectors than traditional infrastructure.The impact of new infrastructure in Guangdong province on the growth of various industries is varied,among which the electronic equipment industry is the most affected.The new infrastructure investment will strongly promote the rapid development of telecommunications business,equipment manufacturing and information service industry,and promote the GDP growth through the increase of supporting demand.New infrastructure development will contribute to Guangdong efficiency,power and quality.This paper also discusses the problems faced by the new infrastructure and puts forward corresponding solutions.
