新时代下非法集资的影响、处置效果评估及综合处置防范机制研究

Research on the Impact of Illegal Fund Raising,Evaluation of Disposal Effect and Comprehensive Disposal Prevention Mechanismin in the New Era

经济金融越发展,经济金融秩序越重要,有效处置非法集资活动、维护经济金融安全越关键。非法集资活动对经济金融存在一系列潜在负面影响:损害投资者合法权益、加重企业经营困境、削弱宏观调控政策、诱发社会不稳定、对金融机构和金融市场功能造成不利影响等。为实现对非法集资处置效果的量化评价,基于TRIZ理论构建了非法集资处置效果评估指标体系,结合AHP-模糊综合评价法对四个代表性城市2018—2020年度的非法集资处置效果展开了评估,分析了各城市在非法集资处置中的优势及不足之处。为有效提升非法集资处置效果,改进处置工作中的不足,构建了依法依规作为处置的准绳、重点识别作为处置的关键、源头探寻作为处置的根基、部门协同作为处置的保障、多元机制作为处置的手段的“五位一体”非法集资综合处置防范机制。新时代下非法集资活动态势依旧严峻,相关部门应构建非法集资处置效果评估系统,推进非法集资综合处置防范机制构建,抑制非法集资活动,维护经济金融安全稳定。

The more the economy and finance develop,the more important the economic and financial order is,and the more critical it is to deal effectively with illegal fund-raising activities and maintain economic and financial security.Illegal fund raising activities have a series of potential negative impacts on economy and finance:damaging the legitimate rights and interests of investors,aggravating the business difficulties of enterprises,weakening macro-control policies,inducing social instability,and adversely affecting the functions of financial institutions and financial markets.In order to realize the quantitative evaluation of the disposal effect of illegal fund raising,an evaluation index system of the disposal effect of illegal fund raising is constructed based on TRIZ theory,and the evaluation of the disposal effect of illegal fund raising in four representative cities from 2018 to 2020 is carried out by adopting AHP-fuzzy comprehensive evaluation method,and the advantages and shortcomings of each city in the disposal of illegal fund raising are analyzed.In order to effectively enhance the effectiveness of illegal fund raising disposal and address the shortcomings of disposal,a“five-in-one”comprehensive illegal fund raising disposal prevention mechanism was constructed with the law as the guideline for disposal,key identification as the key for disposal,source exploration as the foundation for disposal,departmental coordination as the guarantee for disposal,and multiple mechanisms as the means for disposal.In the new era,the situation of illegal fund-raising activities is still severe,and relevant departments should build an evaluation system for the disposal of illegal fund-raising,promote the construction of a comprehensive disposal prevention mechanism for illegal fund-raising,curb illegal fund-raising activities,and maintain economic and financial security and stability.
