摘要
进入“十四五”以来,航天型号任务进入爆发式增长期,充分运用社会力量用外包解决高成本、低附加值产品生产任务成为必然,而航天产品外包本身存在涉及专业范围广、研制状态变化多、产品质量要求高等特点,加大了外包管理的难度。借鉴先进企业外包管理经验,结合企业现状研究并实施外包管控改革,进一步强化企业外包战略管控,全面提升供应链管理效率和效益,提升供应商产品交付能力与质量保证能力,以真正实现与供应商之间“质量能保证、能力能互补、利益能共享、风险能共担、廉洁能防控”的良性合作局面。
Since the beginning of the 14th Five Year Plan,space missions have developed into explosive growth model.Making full use of social outsourcing to solve the high cost and low value-added production has become inevitable.However,space products have the characters of professional range,different state changes and high quality requirements,which normalized and standardized management difficult to outsourcing management.This paper uses the outsourcing management experience of international aviation enterprises for reference,which implements the reform of outsourcing management and control in combination with the actual situation of the enterprise.This paper also aims to strengthen the outsourcing strategic control of enterprises,to improve the efficiency and benefits of supply chain management,and to improve the product delivery ability and quality,which will truly achieve the cooperation of"quality can be guaranteed,ability can be achieved,benefit and risk can be shared,corruption can be prevented"between the enterprises and suppliers.
