加强社会组织领域党的建设研究--以行业协会商会为例

为加强社会组织领域党的建设工作,中央把社会组织的管理工作纳入国家党政机构改革的体系之中,推动社会组织与行政机关脱钩,进一步理顺了社会组织的管理体制。党的十八大后,社会组织探索出了诸多开展党建工作的新方式,取得了一些新的成就和经验,但也面临着诸如多头领导、管理主体混乱、党员流动性强、党建人才和经费不足等问题。总结典型经验,进一步加强社会组织领域党的建设工作,必须进一步深化领导体制和管理体制改革,加强和完善社会组织领域党内法规建设,进一步规范和明确领导主体,理顺管理体制,为社会组织领域党建工作提供制度、技术、人力、经费等保障。

In order to strengthen the Party building of social organizations,the central government has incorpo⁃rated the management of social organizations into the system of the reform of Party and government institutions,promoted the decoupling between social organizations and administrative organizations,and further straight⁃ened out the management system of social organizations.After the 18th C.P.C National Congress,social organi⁃zations have explored many new ways to carry out Party building and made some new achievements and experi⁃ence,but they are also faced with problems such as multi leadership,confusion of management subjects,strong mobility of Party members,insufficient talents and funds for Party building and so on.To sum up the typical ex⁃perience and further strengthen the Party building of social organizations,we must further deepen the reform of the leadership system and management system,strengthen and improve the construction of inner-Party laws and regulations in the field of social organizations,further standardize and clarify the main body of leadership,straighten out the management system,and provide institutional,technical,human and financial guarantees for the Party building in the field of social organizations.
