协同发展背景下京津冀区域环境治理探析

Analysis of Regional Environmental Governance in Beijing-Tianjin-Hebei Region under the Background of Coordinated Development

京津冀城市群的环境问题一直备受关注,近些年在中央政府和京津冀三地的全力治理下,环境质量有所改善,但区域污染排放强度较大,重点领域环境风险依然存在。城市群经济发展不均衡,协同适配度较低;核心城市北京的技术转移大量外溢到城市群以外的地区,未能很好地支撑区域发展转型;跨区域环境治理缺乏统一的规划和立法支撑。这些因素在一定程度上制约着区域环境的深化治理和改善。京津冀协同发展背景下,从提升城市群均衡发展水平入手,推进京津高质量发展,协同带动河北发展转型,优化城市群梯度结构;打通北京同天津、河北的技术转移通道,搭建技术交易、投资及大数据平台,提升河北的技术承接能力;加强区域立法和规划,完善跨区域环境治理成本分担和环境保护补偿机制,协调推进三地合作治理,方能更为有效地解决区域性环境问题。

The environmental problems of Beijing-Tianjin-Hebei Urban Agglomeration have attracted much at⁃tention.In recent years,with the full governance of the central government and Beijing-Tianjin-Hebei,the en⁃vironmental quality has improved,but the regional pollution emission intensity is large,and the environmental risks in key areas still exist.The economic development of urban agglomerations is unbalanced and the degree of synergy is low.The technology transfer of the core city of Beijing spilled out to areas outside the urban ag⁃glomeration,which failed to well support the regional development and transformation.Cross regional environ⁃mental governance lacks unified planning and legislative support.These factors restrict the deepening gover⁃nance and improvement of regional environment to a certain extent.Under the background of the coordinated development of Beijing,Tianjin and Hebei,starting with improving the balanced development level of urban ag⁃glomeration,we should promote the high-quality development of Beijing and Tianjin,jointly drive the develop⁃ment and transformation of Hebei,and optimize the gradient structure of urban agglomeration;open up the tech⁃nology transfer channels between Beijing,Tianjin and Hebei,build technology trading,investment and big data platforms,and improve the technology undertaking capacity of Hebei.Only by strengthening regional legislation and planning,improving the cost sharing and environmental protection compensation mechanism of cross re⁃gional environmental governance,and coordinating and promoting the three places’cooperative governance,can we solve regional environmental problems more effectively.
