优化营商环境法治建设对策研究

“法治是最好的营商环境。”营商环境法治建设聚焦于法律规则及其实施机制的完善。我国营商环境法治建设取得很大成绩,但也存在法律位阶较低、营商环境法律意识不强、税收和金融法律存在不适应营商环境优化的内容、地区之间营商环境法治建设不均衡的问题。通过制定《中华人民共和国优化营商环境法》、提高营商环境法律意识、修改税收和金融法律、地区之间营商环境法治建设均衡发展的措施来促进我国营商环境法治建设。
