摘要
为扭转我国向创新驱动的转型过程中出现的“创新悖论”现象,标准引领创新发展的机制将成为提升创新效率、增强创新能力的必然措施。本文选取31个省市2015-2017年技术创新、标准化的相关数据,利用耦合分析、回归分析,探讨技术创新、标准化的协同关系及其在省域之间的差异及动态变化。研究结果表明:(1)31个省市技术创新与标准化的耦合协调水平在地区之间差异明显,且整体偏低;(2)技术创新与标准化的耦合协调度对区域发展的影响显著;(3)基于省域间的差异性,构建由技术创新与标准化的耦合协调水平、创新投入、区域发展水平组成的3维度12类别协同发展模式,将31个省市划分为双优发展、创新低效、中等均衡、标准落后和双低落后区域五大类。通过探索技术创新、标准化在省域间的协同与差异,丰富了标准化领域的实证研究成果,为区域标准化的开展及其与技术创新的关系提供了理论参考。
In order to reverse the phenomenon of “innovation paradox” in the process of China’s transformation to innovation-driven development, the mechanism of standard-led innovation development will become a necessary measure to improve innovation efficiency and enhance innovation ability. This paper selects relevant data of technological innovation and standardization in 31 provinces and cities from 2015 to 2017, and uses coupling analysis and regression analysis to discuss the collaborative relationship between technological innovation and standardization as well as their differences and dynamic changes among provinces. The results show that:(1) the coupling coordination level of technological innovation and standardization in 31 provinces and cities varies significantly among regions and is generally low;(2) The coupling coordination degree between technological innovation and standardization has a significant impact on regional development;(3) Based on the differences between provinces, a 3-dimensional cooperative development mode consisting of the coupling coordination level of technological innovation and standardization, innovation input and regional development level was constructed, and 31 provinces and cities were divided into five categories, namely, double-optimal development, innovation inefficiency, medium equilibrium, standard backwardness and double-low backwardness. By exploring the collaboration and difference of technology innovation and standardization between provinces, the empirical research results in the field of standardization are enriched, and the theoretical reference is provided for the development of regional standardization and its relationship with technology innovation.
